is anyone confident about direct effect of the decisions of the EU Council?

it depends on what you mean by confident

if you are going to ask me as to whether i think that the courts are going to uphold the EU council's decision - the answer is yes .. 

As to the direct effect and horizontal effect; however, i still feel that it would still largely depend on the attitude of the judges, as to whether they are willing to jeopardise the "supremacy" of the UK law or not

Do correct me if i'm wrong
